The Port Authority of New York and New Jersey and JFK Millennium Partners (JMP), the company selected to build and operate the highly anticipated $4.2 billion Terminal 6 (T6) at John F. Kennedy International Airport, today announced that 18 artists have been selected to debut new public art commissions when the terminal opens to passengers in 2026. The art program is led by Public Art Fund, the independent nonprofit organization dedicated to art in public spaces. The featured artists, including 10 from New York City, will capture the spirit of New York with a diverse range of artworks that will be seamlessly integrated into the terminal. Sculptures, suspended installations, wall works, and glass mosaic floor medallions will create a unique New York sense of place.

The project supports the Port Authority’s vision to create a world-class passenger experience at JFK, as it has done at the award-winning, internationally recognized terminals at the new LaGuardia Airport and Newark Liberty International Airport’s Terminal A, through inspirational public art, operational excellence, 21st century technology and world-class functionality.

The new Terminal 6 is a key component of the Port Authority’s $19 billion transformation of JFK into a world-class gateway, with two new terminals; two expanded and modernized terminals; a new ground transportation center; and an entirely new simplified roadway network.

“Public art that is inspiring and evocative of our region is an essential part of the Port Authority’s strategy to create world-class airports that are becoming destinations in their own right,” said Port Authority Executive Director Rick Cotton. “Just as we have done at LaGuardia and at Newark-Liberty’s Terminal A, the public art at JFK’s new Terminal 6 will dazzle travelers and help create a sense of place unique to New York.”

“These remarkable artists will bring the unique spirit of our region to the new JFK Terminal 6, welcoming international visitors and locals alike,” said Port Authority Chairman Kevin O’Toole. “We applaud the creative vision of these talented artists and look forward to seeing their creative works transform the terminal.”

Public Art Fund will work collaboratively with the selected artists and key stakeholders to develop and execute public art commissions in a range of spaces, scheduled to open along with the terminal. JFK Millennium Partners is developing Terminal 6 in two phases, with the opening of the first section in 2026 and construction completion in 2028. The selected artists work in a variety of mediums and represent both local neighborhoods as well as national and international communities.

Vantage Group Appoints Karen Ali Chief Operating Officer at JFK Millennium Partners

Ali Joins the Senior Leadership Team Managing Terminal 7 and Developing a New World-Class Terminal 6 at JFK Airport

Queens, New York; July 15, 2024: Vantage Group today announced the appointment of Karen Ali as Chief Operating Officer at JFK Millennium Partners (JMP), the Vantage-led company selected by the Port Authority of New York and New Jersey (PANYNJ) to manage JFK Terminal 7 and lead the development and operation of a new JFK Terminal 6, part of the PANYNJ’s $19 billion transformation of JFK airport. Ali joins Vantage’s senior leadership team at JFK with nearly 20 years of experience in operations management, project leadership, and business transformation across a range of sectors, including aviation.

Reporting to Steve Thody, CEO of JMP, Ali will develop and deliver a world-class plan that prioritizes operational excellence, guest experience, and financial performance at the existing Terminal 7, and at the new Terminal 6 when its first gates open to passengers in 2026. Key responsibilities include leading the delivery of outstanding safety, security and operational performance, delivering an exceptional and seamless experience to all project stakeholders, maximizing commercial revenue through aeronautical and nonaeronautical programs, and implementing processes and driving metrics for JMP and its partners.

An accomplished senior professional, Ali has held various senior management positions over nearly a decade-long period at WestJet, including Regional Operations Manager for the airline’s international operations which included the New York airports. Additionally, as Director of Operations for Lynx Air, Ali implemented and oversaw all systems, processes, workflows, and procedures during the airline’s start-up phase. Ali most recently was COO at Avi & Co., a luxury watch retailer, where she led ecommerce, logistics, sales, and marketing strategies, increasing profitability and business performance.

In addition, Cathay Pacific will open a nearly 10,000 square foot lounge at Terminal 6 – its first dedicated lounge in the New York market and its second in the United States along with San Francisco International Airport. Cathay Pacific customers can also look forward to Terminal 6’s digital-first, boutique guest experience, with a less than 5-minute average walk from the TSA security checkpoint exit to its gates.

Aer Lingus selects new JFK Terminal 6 for operations beginning in early 2026

New York and Dublin – May 28, 2024 — JFK Millennium Partners (JMP), the company selected by the Port Authority of New York & New Jersey to build and operate John F. Kennedy International Airport’s new world-class, $4.2 billion Terminal 6, and Aer Lingus today announced that the airline will make Terminal 6 its new home at JFK and begin operations on the first day of the Terminal’s opening to passengers in early 2026. In addition, Aer Lingus will open a new signature lounge in Terminal 6 for its passengers, providing a modern state of the art space with greater seating capacity, ensuring more comfort and space for Aer Lingus customers.

All customers can look forward to the Terminal’s boutique, state-of-the-art design, with short walking distances to and from gates, curated artwork, and 100,000 square feet of NYC-inspired shopping and dining. A new Aer Lingus check-in space will allow for a seamless check-in experience with self-service bag drop options for greater convenience. Aer Lingus customers can enjoy seamless connectivity within the same terminal with connecting partner JetBlue.

Aer Lingus currently operates twice daily nonstop service from JFK Terminal 7 to Dublin, and daily to Shannon, Ireland, as well as daily service to Manchester, England using Airbus A330 and A321LR aircraft. A dedicated Aer Lingus lounge is also currently available to premium passengers at JFK Terminal 7. With US Pre Clearance facilities in Dublin and Shannon, Aer Lingus passengers using the Dublin-JFK and Shannon-JFK flights clear US immigration and customs inspections before boarding the flight to JFK, facilitating an easy exit from the airport on arrival.

The Port Authority of New York and New Jersey and JFK Millennium Partners (JMP), the company selected to build and operate John F. Kennedy International Airport’s Terminal 6, today marked one year since breaking ground on the $4.2 billion terminal with a sneak peek of the facility through a new animated rendering from terminal frontage to gate. Construction of the terminal is on schedule, with the last beams of steel expected to be erected this summer and the first gates to open in 2026.

Throughout construction, the project is expected to create more than 4,000 jobs, including 1,800 union construction jobs and direct wages of $1.9 billion. Through the end of January 2024, JMP has already awarded more than $450 million in contracts to minority- and women-owned business enterprises (MWBEs) and more than $170 million in contracts to Queens-based firms helping to build the 1.2 million square-foot, state-ofthe-art facility. This includes over 180 MWBEs who are currently working on the project.

The new terminal is part of the Port Authority’s historic $19 billion redevelopment that will transform JFK International Airport into a 21st century global gateway set to rival the best airports in the world from curb to gate.

JMP is developing Terminal 6 in two phases, with the first five gates opening in early 2026 and construction completion expected by 2028. Lufthansa Group has announced it will move to the new terminal, operating flights to several European gateways and creating a world-class lounge experience for guests travelling on its group of airlines that includes Lufthansa, SWISS International Air Lines, Austrian Airlines, and Brussels Airlines. Advanced discussions with other air carriers are underway.

New York City-inspired retail, dining options and amenities totaling nearly 100,000 square feet is planned at Terminal 6 to create a unique New York sense of place. Selection of the future food and beverage, retail and duty-free concession brands is underway, with partners to be announced once chosen. Terminal 6 airlines and their passengers will enjoy a boutique-style, world-class terminal that is digital-first, efficient and full of the latest passenger conveniences, technology and amenities, such as:

  • 10 gates, of which nine will accommodate widebody aircraft
  • State-of-the-art automated baggage system, customs/border control facilities, and the latest TSA screening technologies
  • The longest departures curb at JFK, with airline-branded passenger drop-off zones
  • Up to five airline lounges, in addition to a new arrivals lounge
  • Digital concierge services
  • A new ground transportation center and shared taxi stand with JFK International Airport’s Terminal 5
  • A curated collection of New York City-inspired artwork featuring local and international artists, curated by Public Art Fund in partnership with JMP and the Port Authority
  • Sustainably sourced building materials, rooftop solar power, and energy efficient systems and operating practices throughout the new terminal

JMP expects to meet or exceed the Port Authority’s goal of 30 percent MWBE participation and create opportunities to foster and grow local business enterprises (LBEs) through the development.

Transforming JFK Into a World-Class Global Gateway

In January 2017, the JFK Vision Plan was announced to transform John F. Kennedy International Airport into the world-class airport that New Yorkers deserve. The vision plan provides a strategic framework for the Port Authority and its partners to completely redevelop, modify and expand existing facilities and infrastructure. The new Terminal 6 builds on the momentum of the other three major components of the airport’s transformation already underway. The $9.5 billion development of a state-of-the-art New Terminal One that will anchor the airport’s south side broke ground in September 2022.
The $1.5 billion expansion of Terminal 4, led by Delta Air Lines and JFK International Air Terminal, is now under construction. Additionally, the $400 million modernization and expansion of Terminal 8, led by American Airlines, which operates the terminal, and British Airways was substantially completed in November 2022.

All the privately financed terminal projects combined with the Port Authority’s roadway, parking and infrastructure projects represent a $19 billion transformation of JFK International Airport and an extraordinary series of public-private partnerships. The Port Authority capital investment of $3.9 billion is leveraging private investment at a rate of nearly four to one when taking into account the full private investment of more than $15 bn that has been committed to the four projects comprising the full JFK redevelopment program.

Concession Procurement For JFK Terminal 6 Takes Off

launched the competitive solicitation process for the commercial development of food & beverage, duty-free, and specialty retail concession outlets at JFK’s new Terminal 6, currently under construction at New York’s John F. Kennedy International Airport. The program aims to attract collaborative concession partners to help deliver an iconic, New York City-inspired shopping and dining experience in the new, 1.2 million square foot international terminal when its first gates open in 2026.

Duty-Free CSP Process

In stage one, JMP is seeking full submissions from experienced duty-free operators with a strong and exemplary history of creativity, innovation, visually dynamic concepts, and a reputation for best-in-class operations and service delivered through exciting concepts. During stage one, respondents will have the opportunity to express their qualifications and submit concepts, designs and financial proposals for the duty-free program planned.

At the end of stage one, JMP intends to select two or more preferred respondents who will each be asked to participate in stage two by participating in collaborative dialogue meetings with the JMP team. Preferred respondents are asked to present and discuss the concepts, designs, and financial proposal with the JMP team. The collaborative dialogue meetings are meant to be a collaborative discussion resulting in JMP and the preferred respondents in-depth understanding of each other’s perspectives, vision, and the realm of possibilities.

As JMP builds a $4.2 billion privately financed world-class international travel hub at Terminal 6, Public Art Fund will lead the public art process, from curatorial strategy to implementation, for a range of inspiring new art installations. Public Art Fund will work collaboratively with key stakeholders to develop and execute public art commissions in a range of spaces, scheduled to open along with the Terminal. Selected artists will have their creative journey documented by Public Art Fund via video, from initial vision and inspiration to execution and Terminal 6 installation.

JFK Millennium Partners is developing Terminal 6 in two phases, with the first gates opening in 2026 and construction completion in 2028. This new, 1.2 million square foot international terminal on the north side of John F. Kennedy International Airport will feel like a boutique luxury hotel, featuring bright and airy check-in and arrivals areas, New York City-inspired shopping, dining and amenities, premium lounges and generous seating areas that will transform the passenger experience.

Development, management and operation of Terminal 6 is subject to the Port Authority’s subcontracting participation goals of 20 percent by minority-owned business enterprises, 10 percent by women-owned business enterprises and 3 percent by service-disabled veteran-owned business in all procurement, subcontract, and ancillary service opportunities with this contract.

Transforming JFK Into a World-Class Global Gateway
In January 2017, the JFK Vision Plan was announced to transform John F. Kennedy International Airport into the world-class airport that New Yorkers deserve. The Vision Plan provides a strategic framework for the Port Authority and its partners to completely redevelop, modify and expand existing facilities and infrastructure. The new Terminal 6 builds on the momentum of the other three major components of the airport’s transformation already underway. The $9.5 billion development of a state-of-the-art New Terminal One that will anchor the airport’s south side broke ground in September 2022. The $1.5 billion expansion of Terminal 4, led by Delta Air Lines and JFK International Air Terminal, is now under construction. Additionally, the $400 million modernization and expansion of Terminal 8, led by American Airlines, which operates the terminal, and British Airways, which relocated to Terminal 8 late last year, was substantially completed in November 2022.

All the privately financed terminal projects combined with the Port Authority’s roadway, parking and infrastructure projects represent a $19 billion transformation of JFK International Airport and an extraordinary series of public-private partnerships. The Port Authority capital investment of $3.9 billion is leveraging private investment at a rate of nearly four to one when taking into account the full private investment of more than $15 billion that has been committed to the four projects comprising the full JFK redevelopment program.

The new Terminal 6 is a public-private partnership between the Port Authority of New York and New Jersey and JFK Millennium Partners — a consortium that includes Vantage Airport Group, an industry leading investor, developer, and manager of award-winning global airport projects, including LaGuardia’s Terminal B; American Triple I, a certified minority-owned investor, owner, developer, and manager of infrastructure assets, which has a 30-percent equity stake in the project; New York real estate operating company RXR; and JetBlue Airways, the project’s airline sponsor.

JFK Millennium Partners is developing the new terminal in two phases, with the first new gates opening in 2026 and construction completion in 2028. The new terminal will create an anchor for passenger travel on JFK’s north side, spanning the sites of the former Terminal 6 and the existing Terminal 7. JFK Millennium Partners is managing Terminal 7 until the 50-year-old facility is demolished to make way for the second phase of construction.

The new Terminal 6 arrivals and departures hall will feel spacious, bright, and airy thanks to floor-to-ceiling windows and high ceilings throughout the new terminal. Inspiring public art by New York-based artists and architectural elements depicting New York landmarks will create a unique sense of place. Passengers will enjoy more than 100,000 square feet of world-class shopping and dining featuring locally based restaurateurs, craft beverage options and Taste of NY stores.

State-of-the-art technology will improve the customer experience with touchless technology from check-in to gates and digital systems that will streamline the passenger journey throughout the terminal. Advanced security systems will include automated TSA security lanes, biometric-based access control systems and a flexible design to accommodate future technology or regulatory changes. A convenient taxi plaza as well as designated for-hire vehicle pick-up areas will be shared with Terminal 5, substantially reducing traffic congestion on the terminal road frontage and maximizing connectivity across the airport.

As part of the agreement with JFK Millennium Partners, the Port Authority will commit $130 million in capital funding to build enabling infrastructure for the new Terminal 6, including airside improvements and utility enhancements such as electrical support for the project. Enhanced airside aircraft circulation will reduce congestion and delays, while roadway improvements will optimize airport traffic flow.

The development of Terminal 6 is expected to create more than 4,000 jobs, including 1,800 union construction jobs, and direct wages of $1.9 billion. JMP is committed to meeting and exceeding the Port Authority’s goal of 30 percent participation by Minority- and Women-Owned Business Enterprises and creating opportunities to foster and grow local businesses through the development. The Terminal 6 project is part of the Port Authority’s $18 billion transformation of JFK under the leadership of Governor Hochul, and it is just one component in the Port Authority’s overall $30 billion commitment to creating world-class facilities at all of the region’s airports. In addition to JetBlue, Lufthansa Group will also make its home in the new Terminal 6, operating international flights out of several gates and creating a world-class lounge experience for guests traveling on its airlines, which include Lufthansa, SWISS, Austrian Airlines, and Brussels Airlines.

Redeveloping JFK Airport in Lockstep with the Local Community

 

In 2018, the JFK Redevelopment Community Advisory Council was formed. It is co-chaired by U.S. Representative Gregory Meeks and Queens Borough President Donovan Richards, and is composed of elected officials, community boards, business and nonprofit organizations, civic organizations, and clergy leaders from the targeted local communities of Southeast Queens, Southwest Queens, the Rockaways, and western portions of Nassau County.

Since its inception, the Council has been working with the Port Authority to expand community outreach efforts and develop community-focused programs, ensuring that this ambitious project solicits ongoing feedback from local stakeholders and provides meaningful opportunities for local businesses, MWBEs, students, and jobseekers.

This includes programming to advance the Port Authority’s commitment to a 30 percent MWBE contracting goal in all categories of work, and a special focus on opportunities for local businesses across all aspects of the JFK Redevelopment program, including this terminal project, which will be built by union labor under a full project-labor agreement. Other community development initiatives prioritized by the Council focus on job opportunities and workforce development programs for local residents, small business outreach and development, and educational programming for local students.
